Patrick O’Dowd
Patrick O’Dowd retired as a Deputy Chief from the Long Beach Police Department after 28 years of service. Throughout his career, Mr. O’Dowd has been recognized as an outstanding patrol officer, detective, supervisor, and leader. As a member of the Special Enforcement Section, Mr. O’Dowd received the Medal of Valor from the Long Beach Police Department, the Medal for Heroism from the California Coalition of Law Enforcement Associations, and the Award of Valor from the California Peace Officers Association. Mr. O’Dowd worked in numerous investigative details including homicide, internal affairs, gangs, violent crimes, and financial crimes. As a homicide detective, Mr. O’Dowd received the California Homicide Investigator of the Year award from the California Homicide Investigators Association for his i nvestigation into the murder of an off-duty Los Angeles County Sheriff’s Deputy.
Mr. O’Dowd brings extensive executive experience to the JL Group. During his tenure with the Long Beach Police Department, he served as Commander of the East Patrol Division, Chief of Staff for now-Los Angeles County Sheriff Robert Luna, and Deputy Chief of the Support Bureau, where he led over 260 sworn and professional staff operating the Training Division, Port Division, and Security Services Division.
Mr. O’Dowd holds a Bachelor of Science degree in Business Administration and a Master of Business Administration degree from California State University at Long Beach. He is also a graduate of the Sherman Block Supervisory Leadership Institute and the California Commission on Peace Officer Standards and Training Management Course.
